Barking dogs seldom listen.

They're too busy barking to pay attention to any other noises, even if they can hear them.

This is also true of shouting humans.

If your dog is barking and you need them to stop, get to their level and take them gently by the head; look into their eyes and reassure them in a calm, quiet manner, until they stop barking.

You'd do the same with a child having a screaming tantrum, or a hysterical adult. You need to remain calm and hold the noisy one with reassuring gentleness and calming sounds.

Raising your voice to make them hear you over their own noise works no better with dogs than it does with humans!
