Cougars either spy, attack (which is VERY rare), or they avoid humans because they don't want to get killed.
If a cougar is about to attack you, you should wave your arms in the air, scream as loud as you will ever scream, jump up and down, and make yourself look BIG. Or, if you have something in your hands, then you can throw it. If you have pepper spray, you may spray the cougar with it. If you have an umbrella, you can open it and they will run away.
