Well, that would be very rare since animals aren't like human beings and they kill other living beings for food and they don't go bankrupt, but hypothetically speaking if a mother bear couldn't get enough food they would probably survive on plants and bugs and whatever they can find, humans don't differ from animals as much as you may think, they gotta do what they gotta do to survive, until they seek a better life and they would probably drink dirty water, and if that certain cub was eating too much the cub would probably help the mother bear hunt.
