You should try giving the dog treats From a different viewpoint, DO NOT give it treats if it isn't listening. That just won't do anything but tell it, "If I don't listen, i get treats!" My dog has the exact same problem. And it isn't that he just doesn't understand, it is that he DELIBERATELY doesn't listen. I wish I could help you more, but I am still trying to find out.

It depends. If you have been kicking it/ hitting/ abusing it when it does something wrong. THAT'S WHY! If you don't give it attention to it. It might hate you for that.
