It depends on the ways they use others. A manipulator is one type of person who uses others. They want you do to something for them that you might not want to do, and it often involves sex, money, or attention. They may twist your emotions, badger you, or tell you sweet little lies, anything to get what they want, and you usually get the short end of it.

An elderly woman met a man who kept calling her. He'd promise he'd come see her if she sent money, and she did. He'd make excuses why he never came. Meanwhile, he was bragging to his friends how this woman in another state was gullible and sending him free money. Her extended family heard what he was saying and tried to tell her, but she was lonely and didn't want to accept the fact she was being used.

Another type would be a conman. Confidence men (and women) are scam artists. They may prey upon your greed or other weaknesses to feed their own greed. They may claim to turn your money into more money doing something illegal, and tell you not to tell, claiming you may go to jail or others would find out and it would no longer work. So you give them money a couple of times, and they give you that and some of their own back that they claim came from illegal proceeds. That is to set you up for the actual scam where they take a large sum of your money and never come back, and leaving you too afraid to involve the police.
