Show him/her what he/she has done then put in cage or outside for just a few minutes then let them back in keep doing this and they will catch on.
You can try using bitter apple spray on the wee wee pad to deter the dog from chewing it. Provide plenty of appropriate chew toys to redirect the dog's chewing behavior. Supervise the dog closely and correct him with a firm "no" whenever he tries to chew the wee wee pad.

Dogs prefer to poop in an otherwise clean area; once a pee pad has pee on it, the dog will not prefer to poop on it. Replace the pee pad immediately after it's been used each time. In addition, when the dog DOES poop in the right spot, treat the dog and praise him lavishly with petting. When he does it wrong, don't acknowledge the dog at all (don't get mad, either).
