It expresses how difficult it is to handle a group of people who all want to do something different. Or, more generally, it means that something is difficult, and perhaps a bit chaotic.

Bobcats - like most cats - are solitary.
I think you are referring to the old saying "Like herding cats". This refers to to an attempt to control or organize a group of individuals or other entities which are uncontrollable or chaotic, implying the task is extremely difficult or impossible to do.
Such a gift. Milking cats may be less of a challenge than herding them.
"Herding cats" is a way of saying you are doing something that is very difficult and frustrating. Unlike cows, goats, or sheep, cats are NOT herd animals- they are VERY independent- and trying to keep a large group of them all headed in the same direction at the same speed would be just about impossible. The term herding cattle means to gather cattle into a group. This is working together to drive individual cattle from one place to another.
They help farmers round up sheep and cattle.

It depends on the dog and how well it has been socialized with cats. Mine, however, loves them. Aussies are herding dogs and therefore more likely to chase cats, but less likely to harm them(Though not impossible). It's best to find out how the individual dog would react.
Because it is herding.
Well all cats have different personalities but yes, some cats are mean. However, cats do not want to be mean. It's not like they are trying. Usually cats are mean if they had a bad past like an owner who did not take care of them or maybe they were abused.
