otters don't usually swim in waters with sharks, but if a shark were to see an otter then it would go up and see if it's food, just like it would for a seal or any other swimming fish-like creature. The shark would definitely come up to the otter if the otter was injured and bleeding, since sharks can smell blood from a very far distance away. So yes, if an otter were to encounter a shark (mostly only a great white), it has a good chance of becoming the shark's next meal!
