Physically, yes; there's nothing stopping you. But morally, I along with anyone else who rides horses would not because it is not correct and will not make your life any easier. Please remember that you are pulling on this thing and many horses do not appreciate is as it is, but if it's rusted, it's even worse. Don't be surprised if your horse reacts violently or aggressively, because I would too if you yanked at a rusted piece of metal you shoved in my mouth.
