If the family has young children and has never owned dogs before and isn't experienced at training or handling dogs, then either a golden retriever or a Labrador retriever would probably be better than a German shepherd. German shepherds are generally not appropriate for families with babies or young children.
However, both golden retrievers and Labrador retrievers need to be very well trained and very well socialized to live successfully with a family, so whatever breed is chosen the family needs to commit together to devote the necessary time (and it is a LOT of time) to train, socialize, and care for the dog. This is a commitment and decision that no family should make lightly.
