It could be one of three things :
1. If female, she may be doing that and piling up the hair as a "nest" for her young (whether or not she is pregnant~she may do this because she is of age to have a baby)
2. Fungus infection.
3. Malnutrition.
A lop-eared rabbit is when the ears droop down instead of sticking up.
