Many prefer sand as it drains well and won't become muddy. Some use pea stone but if you have a dog that eats rocks or stone that could be a problem. If your dog likes to dig you will need to put block or some other solid material around the perimeter to keep the dog from digging under. Concrete is also a option but can be hard on a dogs joints depending on the breed and size of the dog. Concrete is easy to clean, hose down and they can not dig. It will also keep their nails filed down nicely.
