"Best" - in anything - depends on the purpose to which the item will be put.

In this case, how will the dog be "used" - is it a working dog, a pet for a a growing family, a companion for an elderly person, how large is the home it will live in... etc. etc.

The answer to these questions will determine the answer to "which is the best".

Only then will money be important - it's no good getting a cheap but good guard dog type if it's to be a pet for small children. Nor is a gundog good for an urban apartment... etc. etc.
