There is no such thing as a miniature or "pocket" beagle. Beagles come in two sizes. A 13-inch beagle is 13 inches or less at the shoulder and a 15-inch beagle is between 13 and 15 inches at the shoulder. Beagles have also been known to have dwarfism, and occasionally a puppy is born with this condition. They tend to have a shorter life span than other beagles, but remain small. As with any animal, it is possible for one to grow to be much smaller than the norm, but as a puppy it is not guaranteed. Additionally, it is not usually known if a puppy will grow to be a 13-inch or a 15-inch. 13-inch parents can have 15-inch offspring and vice versa. Most backyard breeders produce beagles that are much larger than 15 inches, and so actual 13 and 15-inch beagles might appear miniature, but they are, in fact, the size they were originally bred to be.
