I believe it's called the American Quarter Horse. Its name comes from the fact that it can easily outdistance other horses in races of a quarter mile or less, even from a standing start. Some individuals have been clocked at 55 miles per hour.
There might be some debate among breeders about this answer. Short distance horses were referred to as quarter pathers and were the being of the quarter horse breed. Morgan breeder might claim that Figure/Justin Morgan's Horse, the primary sire of the Morgan was the fastest. Whether there are any celebrated Thoroughbreds that breeders claim were the fastest horses of the time is certainly probable.
I am sure any type COULD be a racehorse but not all horses are cut out to be one. Most racehorses are quarter horses or thoroughbreds. A quarter horse is the fastest horse but can only run a short distance. A thoroughbred isn't as fast but can run for a larger period of time. I hope I helped out some ;)
