The truth is, no one really knows for sure. Horses are part of a order called perrisodactyla, which incudes them, rhinoceros, tapirs, as well as other extinct creatures such as chalichtotheres. This group first appeared in the Paleocene epoch, about 65 million years ago, right after the Cretaceous-Paleogene Mass Extinction, which killed off the non-avian dinosaurs. There are multiple theories as to where horses came from. Some paleontologists say they were descended from an extinct group of mammals called pantodonts such as Coryphodon. Others say they and titanotheres shared an unknown common ancestor.
