In general, dogs are fine up until about 80 degrees F - they can compensate for the increased temperature through panting and staying in the shade. However, above 80 degrees they will need to actively work to maintain a normal body temperature and you will start to notice their retreat to cool places, drinking more water, panting heavily, etc.
The breed of dogs that are smaller as a puppy and grow bigger as an adult in my opinion would be a labrador or golden retrevier.
