There are many rare and endangered horse breeds, such as the Kathiawari, Abtenauer, Andravida, Cretan Horse, Nakota, Hirzai, Kladruber, unmol, and others. It is not quite known exactly which is the "most rare", for quite a few breeds barely have what you could call a "herd" left.

There is no one breed that will fit this bill. You can find relatively cheap horses in just about any breed, and many of them have decent jumping ability. If you are looking for a specific breed, like one of the German Warmblood/ sporthorse breeds, then you'll have to either save up to spend on a good quality horse or buy a young horse and have it put into training.You can find good Thoroughbreds for relatively cheap through rescues for nominal fees, and many of them have been re-started, and are being worked over low to medium style jumps.If you will be competing on a breed circuit, then you'll have to figure out what a 'good jumper' costs in that breed.
