Have the calf in a calf catch or squeeze built for handling young calves, to restrain it. Tie up the calf's head with a halter, nose-chain or nose-clamp so that they don't shake their heads around as you're trying to dehorn them.
If you're using caustic paste, use rubber gloves that won't dissolve under the paste right away. Be sure to apply the paste using anything but your fingers.
If you're using a dehorning nipper, never have your fingers anywhere near the blades. Cut as close to the skull as possible.
It is a common practice nowadays to use a local anaesthetic around the horn area to make it less painful for the calf when applying either the caustic paste or the dehorner.
