The colour will change by the time they are around 6 weeks old and from that time will only slightly deepen in colour until they reach maturity. My red heeler had one red parent and one blue parent. She was mated to a red dog and had 8 pups. They were all white, but a few weeks later 7 were red and 1 was blue!
