I have had many cats and many cat breeds over the past forty years. I can unequivocately say that the Siamese appear to be the most intelligent but maybe only because they are so dog-like. The Siamese craves attention, bonds easily and is very loyal. Each one seems to have a very distinct personality and will follow its owner around the house when given love and attention. I have seem Siamese learn to open a cupboard door by pulling the bottom, quickly master the art of a "doggie door" and respond to the tone of its owner's voice. A very unique breed. It depends on what you mean by smart. Dogs are smarter because they are a lot easier to train, but cats are smarter because they can figure out how to do things or open doors and things like that.

Honestly, it depends on what you're looking at. If you're looking at it from the angle of how easily trained they can be, dogs are definitely the way to go.
