They are so scared because they are small. Everything to them is huge and they are used to being scared of being stepped on. It is normal. It just takes some training and practice to make sure your dog doesn't get anxious. They are prone to tremble with fear. My dachshund loves to be held up when we go somewhere with a lot of people. But I also did a lot of leash training with her to get her used to being on the ground and not so scared. When your dog is trusting of you, he/she will follow either directly behind you or next to your feet when you are walking because they can trust you to fend off anything scary for them. It's all apart of the doggy chain of command. Hope this helps.
