An attendant (formally called a "footman") is there to assist the carriage driver in handling the horses from the ground. Carriage drivers should never leave the seat until all passengers are safely out of the carriage, so in an emergency (horses acting up, broken harness parts, etc.), the footman is there to head the horses or otherwise assist in correcting what is wrong.
