The decision to get a horse is a huge responsiblity. If you are very young you may need a parent or older sibling to help, so they would have to agree. One of the biggest obsticles to horse ownership is the expense. There are numerous things to consider when thinking about adding a horse to the family. They need land and shelter, a vet and a farrier, tack and food and supplies and medicines. Unfortunatly, money or lack of it is usually the deciding factor. But if your family decides that a horse is not feasible at this time, don't despair. Riding lessons can be a good way to be with horses without the huge expense. Or if you are old enough maybe a nearby stable would trade chores for some time in the saddle. Most stables have too many chores and not enough hands and time to do them all. And remember, if owning a horse is your dream, you will make it happen some day.
