You can teach chimps to communicate using sign-language, but monkeys in general can speak like us no more then we can sing like birds.

The larynx of monkeys is not as derived as ours which prevents them from producing the same variety of sounds as we do. Their soft palate, hyoid bone, and tongue flexibility also inhibits them. There are genetic and cognitive factors as well: try researching literature on the FOXP2 gene.
