The government encouraged the kiling of the buffalo because the Plains Indians relied on the buffalo for everything they did and everything they needed to survive. Their whole life was based around the buffolo, the government knew that if they killed the buffol then the Indians would have to surrender because they wouldn't be able to survive without them and then they would agree with the American's rules so they could survive. Once they had done this, the Americans could change the Plains Indians and make them become like Americans which is what they wanted.
