Well, that depends on the breeder, all dogs can have their tails cut off if their owner wants them to be. The reason people do that is because some tails that are longer, when the dog gets excited, it wags, and it can hit people, and knock things off, so people do it so that won't happen.
This should rather be done by a professional as it can be easy to cut the dog.
i heard pitbulls dont have balance without there tails . but then again pitbulls need there tails and the breed usually has its tails . Min pins , Rotties or Dobermans Etc. should have docked tails . makes the breed look more Original.

Tail bobbing is loosing popularity in the United States, but is still required by many breed standards. Some rat terrier puppies are born with bobbed tails. Mine was!
