Maybe because they are still in the process of their eyes opening and both of them have not opened yet. This would only be if they are still young and being nursed.
This is completely natural behavior. When a gerbil opens their eyes, they often only open one eye at a time. In a few days the other eye will open.

Unless you can see puss or something wrong outside of the eye, don't touch them as mum will clean them if they are dirty. They open their eyes from about 10 - 11 days old (sometimes sooner). If they haven't opened their eyes, at all, by about day 15, seek a vets advice. NEVER try to open them yourself.
