Let it run its course if it is from food or licking medicine. I just went through this with my cat who licked some ringworm medicine off his skin. The vet said to leave him be. I did take a cold, wet rag and wipe his mouth and face when it was over. It really is quite traumatic--especially if you don't know what it's from. It's usually a bitter taste thing. Do not give him water during the foaming or try to spray out his mouth. This can make it go into his stomach and make it worse. If your pet is sick/experienced trauma and it is foaming, you should call your vet/animal emergency.
Cats can appear to foam at the mouth because increased saliva production is a stress response in soem individuals. Additionally it could be having a reaction to the medication. It may be a good idea to ask your veterinarian to be sure it is not a reaction.
