If you have a cat that is patient enough to let you take a close look at its paws you will notice there are gaps between the pads and that fur grows there. These gaps are very vulnerable to injury from things like thorns or broken twigs (for example) and the fur is prone to matting when it becomes wet. The combination of these factors would make infection of even the smallest wound almost inevitable. When cats appear to be biting their paws they are just being thorough in keeping them clean. They aren't actually biting themselves.
