Perhaps the above is correct, but... But mostly, it's a way for dogs meetings for the first time to establish dominance. IOW, the stronger dog digs his nose in deep but forbids the weaker dog to get near his own anus. If neither dog is willing to submit, then it's fairly certain things will get violent. Once the dominance is established, subsequent meetings will be peaceful...with only a polite sniff with tails wagging before they go off to play.
