A horse has no collarbone, therefor the shoulder is not anchored to the body by bone and it swings relatively freely. The shoulder blade is cradled in a mass of muscle and this coupled with the width of the chest can cause a horse to swing it's leg outward a bit, however if the horse is moving in a straight line and does this, it is considered a fault ( in many breeds). However if the horse is moving sideways or semi-sideways then this is perfectly fine as it helps to maintain balance.
Yes, and a horse will step on a person if they can't avoid it. Horses have fragile hooves and legs and they usually avoid stepping on people if they can do. most of the previous answer is correct though horses hooves and legs ARE NOT FRAGILE! horses hooves are as hard as bricks and they hurt like heck, their legs are pretty strong thoough they will feel pain
It means stepping out of character
