Because - the 'usual' function of a dam is to turn the movement of water into electrical energy. If there's no water flowing through the dam - the dam cannot produce power.
Both dams are on the Indus River. This is not so... Mangla Dam is on the Jhelum and Tarbela, only, is on the Indus. My father helped build Mangla Dam and I lived there for 6 yrs in the 1960s
