The wolves attack at the neck because they know that is a way they can kill quickly. They know it from instinct that it is a weak point in every living thing.

They learn this from experience. By attacking the neck, the airway of the victim becomes comprimised and they cannot run as far and leads to eventual suffocation. This also makes it harder to escape because of the added weight of the wolf. Even if the airway is not damaged this method can slow the animal so that the pack can make the kill. As a general rule, where the head goes, the body will follow.
