unfortunately your dog is not 100% potty trained, if he was it would understand that he needs to go outside. the reason he seems to be guilty when you find that he has peed inside is because he has learned that you get mad when you find that he has relieved himself in side.

the best way i found to train a dog/puppy is to take him outside every hour (i know this is not always possible stand with him for about 5 minutes trying not to pay him to much attention so he doesn't concentrate on you. if he doesn't pee in 5 minutes that's OK just let him back in the house. if he dose pee give lots of praise/rewards and let him back in the house. he will soon get the idea that it is a good thing to pee outside.

he may have accidents while learning but you must not react when you find a mess inside simply clean it up and take him out side on your next scheduled potty time.

soon enough he will only have to go outside every 2 hours and then maybe 3 or 4. he will also start to use the doggie door to let himself out eventually

it also helps to feed him at the same time each day so that he should need to relieve himself at about the same time every day too.

hope this helps,

best of luck.

Can the landlord forbid the use of the backyard?

Yes, the landlord may or may not restrict access to any parts of his property. You rent the apartment, not the backyard. The issue here would be if the restriction is missing from the lease, then the backyard would be considered a fixture of the property and would be an inclusive implied part of the leasehold.

How does someone find out what kind of training their dog has AKC registered rottie?

If you do not have access to the previous owner then the only way you can tell what the dog has been trained to do it to see how it responds to different commands. If it responds it knows the command and has been trained for that. If not it either has not been trained or not trained well enough. Either way you will have to continue from there yourself.
