These build up fluid that is supposed to be expelled little by little, but with the un-natural diets that we feed out animals, everything doesn't always work how it should, much like us. It is a very common problem, but an easy fix. You should take care of this as, besides being very uncomfortable and even painful for him, left untreated it can lead to it building up pressure and basically busting out through the skin. It then leaves a hole beside his anus that you HAVE to get repaired surgically. It's a messy surgery and the whole thing is very painful for him. And you can imagine the risk for complications such as infections, being the area and the fluids involved. Basically, it's better for you and him to just do the maintenence.
