dogs descended from wolves, and they were bred for certain traits, and those traits they were bred for changed the size, shape, color, characteristics such as howling, or w/e that was specific to what the person wanted. it's quite an interesting history of how wolves went to dogs, and the same is true for foxes. but some howl because they were bred to, they may be cute and cuddly, but every dogs has a job it's suppose to do, and being kept as pets defeats the purpose and usually becomes annoying. the traits that were once wanted are now hated by pet owners because they have no use for a dog that howls at any animal they get the scent of.
