This is commonly called submissive peeing. Canids are pack animals. As a pack, there is a leader, and there are followers. If your dog is taking the role of a follower, when they are threatened they "submit" to the aggressor. In this case, you're the leader of the pack, or you're above them in stature, and they are showing they recognize this by being submissive.

Dogs would also lay down and expose their belly as part of being submissive, curl their tail under (also happens in fear), and generally try to show that they are not taking an aggressive stance against someone (some hound or human) above them in pack rank.

Humans become members of a dog's pack. Many people don't understand this relationship and dismiss the concept with dire consequences. A puppy will outgrow the submissive pee to humans usually by the time they are 8 to 12 months old. If they continue beyond this, there could be issues, ie. strays that were abused, urinary infections (although piddle from infections happens any time, not only when confronted).
