The kitten is probably trying to tell weather this new stray is a dangour to her/him. The kitten maybe staring so that she knows where the stray is and knows she/he can run away or be ready if the stray starts to approach her/him. It coud be curiosity.
A male cat may drag a kitten by the neck as a natural behavior to move it to a new location or to discipline it. This behavior is instinctual and is a way for the male cat to assert dominance and teach the kitten proper behavior.
Is your cat(the older one) a male? If so he is doing this because of jealousy and/or spite. Male cats do not usually attack kittens. Just like people the kitten(child) may have done something to upset the cat making it hiss. Then later the cat forges the kitten for whatever it is the kitten may have done, hence the nicer show of behaviours.
Male cats may bite the neck of a new kitten as a way to establish dominance or to communicate boundaries. This behavior could also be a form of play, but it's important to closely monitor their interactions to ensure that the kitten is not being harmed. It may be helpful to gradually introduce them to each other and provide plenty of spaces for the kitten to retreat to if needed.

When a new kitten is introduced, a cat's personality may change as they may become more territorial, anxious, or even more playful. This can vary depending on the individual cat and their relationship with the new kitten.
If you have a new kitten that is standoffish, there are many things you can do to get the kitten to be comfortable. It is important to give the kitten a lot of attention, and play with them often. Giving them plenty of toys and objects to play with, will help the kitten become comfortable.
It's a natural instinct. She sees a kitten, she mothers it.
