Well, there are a few reasons:
1. They can't afford them because nobody gives elephants any money
2. They can't find them in their size; elephants have very large feet.
3. They don't need them because they don't wear shoes either.
4. It isn't easy to put on socks with a trunk.
5. They wear through very quickly and are pretty much useless to an elephant in the first place.
6. Elephants don't like socks, (just a guess)
7. Their feet aren't cold to begin with
