In any given area temperature below ground surface changes to a subtle degree, but that does not affect water's temperature. Actually, it's the air in the atmosphere that tends to change its temperature both in summer and winter. So, in summer, your hands are warm already and when you touch the groundwater, you find it cold. But in winter (esp, chilly ones) your hands are cold and you find that same water warm.
Generally speaking, earth gets warmer and warmer as you travel down to its core and is hottest at its core.

To stay cool. Ground temperatures almost always stay within the 60s, making it warm in winter and cool in summer.
Because during the summer it's hot out and they drink water to cool them off. During the winter it's cold so instead of drinking cold water to cool them off, they drink a hot beverage to warm them up. :)

Places near the sea are warmer in the summer and colder in the winter because water does not lose heat very fast in summer even after the sunset and in winter water is always frozen so any breeze going over the sea will keep the sea cool
Microfiber is made for warmth. How can any "blanket" cool you anyway. Summer is not cool to begin with.

Basements are usually cooler in the summer because they are underground, benefiting from the insulating properties of the surrounding earth.
