Polymyxin B does not have penicillin in it, I just called my local pharmacy to ask that question and the answer is no. I should note, however, that the reason I called my pharmacist was because I used a topical ointment that contained Polymyxin B and had a very severe allergic reaction immediately after applying the ointment. I have anaphylaxis to penicillin and thought it may contain penicillin, but the pharmacist tells me it does not. He did advise me to go see my allergist again as I may have developed an allergy to another antibiotic but assured me there is no penicillin in Polymyxin B. Can't help with Neomycin, sorry!
