Dogs tails go down when they are not happy or feeling ill.

Some dogs, particularly the hunting breeds experience what is known as "limber tail" after a period of exercise or day of hunting, generally when it is cold or damp. Dogs that are under-exercised and then experience of period of strenuous exercise can strain the muscles in the tail area that are associated with activity. This condition generally requires rest and the tail returns to normal within 48 hours.
