A mother rabbit is scruffy because they pull out there hair to line the nest with her own fur. Especially under that big chin called a dew lop. since baby rabbits/ "kits" are born with out fur she has to make the nest soft and warm with her own fur and sent. some breeders even take out some of the abundance of fur in the summer time or warmer months and keep it in a paper bag for colder months
