Take him/her to a vet as soon as you possibly can. It is not normal for a dog to refuse food and being his age it is especially important for him to be looked at by a qualified vetrinarian pronto. There are many, many possible causes for this condition and without being given anymore symptoms, than not eating, it is near impossible to list an exact condition which would cause this; all the more reason to take him/her to a vet.
