Possibly, although this will always be a matter of opinion. Bone structure, muscle development and hair coat are all inherited traits, albeit with a lot of variation and multiple factors affecting the final outcome.

Usually an ugly puppy is a result of crossing two very different breeds, like trying to cross an English bulldog with a greyhound. The bulldog's characteristic protruding lower jaw, short legs and barrel chest would mix with the greyhound's long nose, long legs and lean but deep chest to give a puppy with some mix of the two. Unfortunately, there is no predicting what traits each puppy would get - one may get the bulldog nose, greyhound legs and a mix of chest types while another may get bulldog legs, greyhound chest and a mix of the two nose types.

However, in general, no matter how unusual or disproportionate a puppy may be, or how ugly and non-breed type it may be, someone will fall in love with "the little misfit" and want to adopt it.
