Yes. Foxes are primarily solo hunters. Unlike other canines such as dogs and wolves, their main prey is small animals - they are not physically capable of tackling another predator of relatively similar size with such fighting ability. In most cases involving cat and dog fights, even with differences in size, cats are better equipped at fighting - they have claws, teeth, greater agility, speed, evasion and can also use their back legs to attack - there are few positions a cat would be in where it couldn't be a danger to its oppenent. Dogs rely on their teeth, strength and stamina. Foxes, unlike wolves and large dogs would not have the brute strength to resist a cat's attack or defence.
In cases where cats have been killed by foxes, as rare as they are, the likelihood is that the foxes may have been in a rare situation where they could outnumber the cat that has gotten itself into an unusual and vulnerable situation, or where the cat is injured or very young, thus making it a more likely target.
However, as these animals do not consider each other prey (they both hunt small mammals), they would most likely give each other a wide berth. In the rare cases where they would actually come into physical contact, the cat would most likely see off the fox.
