Whenever a dog attacks or kills another dog or person, it is actually the owner's fault. This is because it is the owner's responsibility to socialize and train the dog so that it can function in human society. If an owner does not do this, then a poorly socialized dog runs the risk doing real harm to others. In a sense, you are responsible both for the death of the other dog and for the death of your own dog when it is put down. Also, you may be criminally or civilly liable for the other dog's death and you could spend time in jail or be subject to a fine. This most certainly is not true. if it killed a PERSON then yes, but not another dog, unless it belongs to the Queen or Obama.
