In Windows, a user is someone with limited control on what can be done to a computer. You can only access certain features such as opening programs and closing them, volume, calculator, and majority of the downloaded programs. You will not be allowed to access downloads, updates, or computer files such as %system 32 or 64. You also cannot access other users' files on the computer.

However, an Administrators account has complete access to the computer. It allows for every operation to be performed and gives access to the files of other users account. They are also responsible for setting parental controls and time lengths on Windows 7.
