Experience is more important when it comes to being a Project Manager for IT Projects.

It is thought that someone with an MBA can handle IT Projects but unfortunately people who are MBA Grads are not always successful in handling IT Projects because of the experience they lack. Someone with atleast 6 years or more of IT Experience will make a far better Project Manager than an MBA Grad.

Apart from this, there are certain certifications that can be used to judge a persons Project Management Ability. Namely the PMP (Project Management Professional) offered by PMI (Project Management Institute) USA.
